Begin with drawing a semi circle, a line on both the ends and a small circle on the right hand side and a bigger one on the left.
Now make the outline for the face as shown
Now join them both and make a base for the body.
Now make the tail with detail.
Make the fins as shown
Now make the eyes, outline of the mouth and other spots across the body with water splash
Complete the drawing by adding the required elements and final detailing.
